Planning Board Minutes

 

FRYEBURG PLANNING BOARD
July 28, 2009 - Town Hall

Present:  A. O. Lucy, Chair; Ed Price, Vice Chair; Michael Holtgrefe, Secretary; John Weston & Jim Dutton, Associates; Katie Haley, Code Enforcement Officer: Martin Krauter, Town Manager

Absent: Charles Lusky

The Chair called the meeting to order at 6:37 pm.

A quorum was declared.

Ed Price motioned to appoint John Weston & Jim Dutton as voting members for this meeting.  Michael Holtgrefe seconded the motion.  Vote: unanimous.

The Chair will correspond with the Selectmen and Town Manager in regards to the current vacancies on the Planning Board.

John Weston motioned for the June meeting minutes be accepted as written. Michael Holtgrefe 2 nd the motion. Vote: unanimous.

CEO Report: Eleven(11) building permits and six(6) building violations were issued in June.

Road Standards:

The Chair presented a few options in regards to June's Town Meeting Articles 10 & 11: for the Special Town Meeting scheduled for August 13 th , it was suggested that the Planning Board make a recommendation to the Selectmen regarding the failure of Article 11 from the June meeting.

John Weston motioned for Article 11 to be presented by itself at the August Special Town Meeting, Ed Price 2 nd . Vote: unanimous

(Note: the town law states that the Planning Board must unanimously agree to re-submit an LUO article within two years of being previously defeated)

Comprehensive Plan Updates:

The Planning Board has learned that the Selectmen have acknowledged the need for an update review of the town's Comprehensive Plan, mandated by the State by the year 2012. The town's document states that it is the Planning Boards responsibility to manage, review, submit changes deemed needed to the town.

One option for the Planning Board is to put together an ad hoc-committee, involving the Planning Board, but not necessarily consuming them. The Planning Board decided to get more information from the State to be better educated on the issue prior to moving forward. It was noted that the Selectmen had approved a starting list for the committee, but the Planning Board had not yet gotten that list or communication from the Selectmen.

Carol Gregory's letter of resignation addressed to the Town manager was recognized. The Planning Board expressed gratitude for her long term dedication to the Town, and acknowledged that she will be greatly missed.

John Weston motion to adjourn the meeting at 7:59pm; Jim Dutton 2nd motion. Motion carried.
