Fryeburg Planning Board Minutes

Present: Kathleen Heggie, Acting-Chairman, Carol Gregory, Ed Price, Michael Holtgrefe, A.O. Lucy, David Andrews (alternate) and Jim Dutton (alternate).

The Chairman called the meeting to order at 7:05 p.m. A quorum was declared.

NEW PLANNING BOARD MEMBERS WELCOMED

The board welcomed incoming members A. O. Lucy and Jim Dutton. The new members were provided a copy of the town’s Land Use Ordinance, Comprehensive Plan, and the Maine Municipal Association’s Planning Board Manual.

JOINT DISCUSSION WITH TOWN OF FRYEBURG SELECTMEN

Impact Fees and Road Standards

There was a joint discussion with the three Selectmen regarding Impact Fees. The question was whether or not Impact Fees are appropriate for Fryeburg. There is a need to communicate with the town’s attorney to see if the road standards would be a stand alone ordinance. The fire chief needs to be involved in the process along with the road commissioner. The task is to develop new criteria for developments, public safety, fire, and road standards. The Planning Board will have a special workshop in working together on this issue getting input from the whole board. Mr. A. O. Lucy will be the task leader on this subject. At the next meeting we will go over the first six chapters of the town’s Comprehensive Plan (assigned for all of us to read before the meeting) and make a list of action items and set priorities.

The term “omitted uses” will also be discussed at the next meeting to clarify the category.

Mr. Gene Bergoffen would like a meeting set up to go over the results from the Normandeau project. The data has been collected with the most up to date information. The Selectmen agreed to schedule a date for the review.

  • January 23, 2008(Motioned by Ed Price, seconded by Carol Gregory, all voting in favor)

NEXT MEETING

The next meeting will be held Tuesday, February 26 at 7:00 (Town Hall).

ADJOURNMENT

On motion by David Andrews, seconded by Mike Holtgrefe, and all voting in favor, the meeting was adjourned at 8:30 PM.
