Present: Kathleen Heggie, Acting-Chairman, Carol Gregory, Michael Holtgrefe, and Ed Price. Code Enforcement Officer Boni Rickett was also in attendance. Town Selectmen Mr. Cliff Hall and Mr. David Knapp were also in attendance. Absent: David Andrews (recused from Mountain View II Estates application, not excused) The Chairman called the meeting to order at 7:00 p.m. A quorum was declared. PUBLIC HEARING FOR MOUNTAIN VIEW II ESTATES A Public Hearing for two lot subdivision on Field View Road (off Little Chatham Road) called “Mountain View II Estates”, owned by Ralph and Barbara Arnold, represented by Mark Buzzell and John Bliss was held. Ralph and Barbara Arnold are proposing subdividing their 90 acre lots. They want to break off two(2) one-acre pieces. Mr. Bliss presented the information to the audience and board. He presented information to satisfy Fryeburg Fire Chief, Ozzie Sheaff, for a turn around for the fire trucks. The soil permits were approved. Mr. David Knapp asked how far it was in relation to the part of Little Chatham Road that is closed for the winter. Mr. Bliss said it is before it and open year round. On the Field View Road there are four houses right now. The private road is maintained by Mark Buzzell. When Mr. Buzzell no longer takes care of the plowing, the neighbors will be sharing the cost. There is no association for the previous subdivision. They are not sold yet and it is not a historical site. There is a letter from Fryeburg Fire Chief, Ozzie Sheaff, approving the road construction 12” sub-base and 23” sub gravel surface with a l6’wide and a hammerhead at the end of the road. The specifications are based on 36,000 lb. weight. The town of Fryeburg has no road specs for developments. Hearing no further public comment, the public hearing was closed. A motion was made by Carol Gregory to approve the sub-division under the conditions of the road being built by the letter from Ozzie dated ll/30/07. Michael Holtgrefe seconded it and all were in favor.The plans for the subdivision were signed. NESTLE APPLICATION/RIGHT TO KNOW REQUEST FOR E-MAILS Mr. Knapp suggested that the Planning Board wait for the town’s lawyer, Peter Malia, to offer an opinion that would affect public access records. We have a right to know what our obligations are. We would like to see the request from the Zoning Board of Appeals lawyer, Mike Hill. The board submitted the e-mails to Town Manager Phil Covelli and decided to wait for Mr. Malia’s response. REQUIRED SHORELAND CHANGES TO THE LUO Regarding the required shoreland changes into the Land Use Ordinance, the DEP extended the deadline to July 1, 2009. There are mapping changes of land with new resource protection areas. The Board decided to wait for the mapping changes. CHANGES TO THE LAND USE ORDINANCE FOR TOWN MEETING IN JUNE Mr. Knapp also asked that the Planning Board get things ready for anything in the Land Use Ordinance for the Town Meeting in June. He also encouraged the Planning Board members to sign up for training. NEW PLANNING BOARD MEMBERS Mr. Knapp reported to that there are four people who are interested in the vacant Planning Board positions. Mr. Dutton has applied. The Selectmen need to address the candidates as to how they can contribute to the Planning Board. This will be resolved by the end of the month. TOWN WEBSITE AND MEETING VIDEOS In regards to the town website, it has to be updated. Gene Bergoffen’s resignation is not on the site yet. The last minutes from the Planning Board are from July. Boni has updated what she has. There was some discussion of ways to improve the site. There is a need for a one central updater and a good calendar. We now have three copies of DVDs of the meetings. The master stays at the Town office, one goes to the library and one can be sold or lent out. MINUTES APPROVED The meeting continued with the Planning Board going over the minutes for approval. Meeting minutes for August 28, October 09, October 30, November 1 and November 27 were approved. Due to the amount of changes needed to be made, the November 13 meeting is still in DRAFT form.
