Town of Fryeburg , Maine
Board of Selectmen Meeting Minutes
August 17, 2006

The meeting was called to order at 6pm and opened with the Pledge of Allegiance.

Mr. Dutton moved to approve the minutes of August 3, 2006. Mr. Wilkey seconded the motion. The motion passed unanimously.

Public Forum:

Dick Krasker reported from the Fryeburg Water District that they were investigating a legislative amendment to allow the District to purchase assets of FWC in New Hampshire should it be necessary. The Fryeburg Water District will wait for the Fryeburg Water Company to come up with a price in three months. If offered, it may be a stock sale only.

Old Business:

Tennis Courts:

The tennis courts will be painted on the 28’th and 29’th of this month (tentatively - weather permitting) and then will have to cure for a week if possible... The fence has started to be put up. Weather permitting; the courts may be ready for use in the second week in September... It was suggested to put a sign up acknowledging donors.

Denmark-Hemlock Bridge Road

The DOT has responded regarding the Denmark-Hemlock bridge road. They approve of all the ideas of the town (i.e.-beacon or stop sign light and pavement markings). A price is needed on overhead lights or active lights on the stop signs. An estimate of $8,000-$9000 dollars is the cost of these lights. Presently, there are flags on the stop signs.

Update on Pole Removal on Rte. 5:

The wires will be finished by 8/18/06 on Route 5. 5. Mr. Krakser suggested that Central Maine Power take out the poles and not just cut them off.

Update on Weston's Beach and Boulder Placement:

The boulders are all set and done at Weston's beach. The town manager is requesting a new sign for Weston's beach or for it to be refinished.

New Business:

Waiver of fees for Eagle Scout Project :

Behind the Catholic Church is where a potential Eagle Scout would like to construct a gazebo of 20x20 in size. This will allow picnic tables, cookouts, parties, and Sunday school to be held outside. The Scout will be donating his time and effort to this project. It will also be available to other groups that use the facility.

Ed Wilkey made a motion to waiver fees for construction of the facility. Jim Dutton seconded it. All were in favor.

Fairpoint, NE. Utility Easements :

Mr. Clayton, surveyor for Fairpoint, N.E. states that they are requesting a 135x35 easement adjacent to Jesse Lyman Road. A 50x50 building area for switching equipment will then be installed, consisting of two poles 15' apart with an H-frame and equipment cabinets. He presented an easement deed that he had prepared. The 60' area behind this site will be left natural. They will only trim areas around the Poles.

Ed Wilkey made a motion to grant the easement to the land off Jesse Lyman Road and the corner of Route 113. Jim Dutton seconded the motion. All were in Favor.

Other Business as appropriate :

Funds for Efficient Delivery of Local and Regional Services Grant Program:

There are funds for municipal local delivery of services using joint ventures between towns. This application will be left at the town office to be read. The deadline for this application is 9/18/06. Mr. Wilkey suggested asking other departments what is needed.

The pre-construction meeting for the Fryeburg Visitor's Center is on 8/22/06 at 9 am at the town offices.

Meeting adjourned at 6:25 pm. Respectfully submitted:
