SELECTMEN’S MEETING
Town of Fryeburg
Minutes of March 04, 2004

Attendees: Allan Trumbull, Ed Wilkey, Val Royer

Mr. Trumbull opened the meeting at 7:00pm.

Public forum was first on the agenda. Mr. Joe Chisari came in to address the Selectmen and public about an article in the paper regarding his proposed sign ordinance. He felt during his presentation to the Planning Board he was met with opposition. He would hope that in the future the Planning Board could be more patient, understanding, and acceptable of new ideas. Mr. Trumbull said he convey his feelings to the Planning Board.

Theresa Shaw, Town Clerk, came in to discuss the TAN situation with the Selectmen. The legal team from Key Bank asked that the Selectmen make a motion at the meeting to make the award a legal document. Mr. Wilkey made a motion to accept the bid of Key Bank for TAN for 1.8 million, at 1.59%. Mr. Trumbull seconded and motion passed 2-0.

The Selectmen reviewed and signed the concealed weapons permits.

The Selectmen reviewed and signed the Deputy Animal Control appointment. Lynn Fracassi was appointed at the request of Richard McGoldrick, Animal Control Officer.

Next on the agenda was the dangerous building hearing. Dr. Benecchi, Fryeburg Health Officer, has declared Sadie Adams School in North Fryeburg inhabitable. At this time the school would have to be brought up to standards before opening again and it would require a Fire Marshall’s approval. MSAD #72 offered the building to the Town but the Selectmen are not interested in obtaining it. The school now has the option to sell the building. They would be responsible for making the buyer fully aware of the existing problems. It was made clear that being designated a dangerous building did not mean that the building had to be torn down. Mr. Wilkey made a motion to discontinue habitat-ional uses and/or give 90 days to abate the defects. Mr. Trumbull seconded and motion passed 2-0.

At this time Mr. George Cunningham, School Superintendent, after talking to Mr. Peter Malia, Town Attorney, offered the building to the Town because the school board had conducted a district vote. Mr. Trumbull stated the Town was not interested.

The next dangerous building discussion was on the Scott property located in North Fryeburg. Mrs. Scott has agreed to remove the building by May 31, 2004. Mr. Wilkey made a motion that the Scott’s remove the building by May 31, 2004 and agreed to the order. Mr. Trumbull seconded and motion passed 2-0.

The Fire Department is interested in the old shed located at the old town garage. Mr. Wilkey made a motion stating that he felt that it was fine to move it to the Fire Station property. Mr. Trumbull seconded. Mr. Gould, Code Enforcement Officer, asked that Mr. Sheaff come see him before moving the building.

The Selectmen reviewed a warrant article for disposal of the old town garage. Mr. Wilkey made a motion to add it to the Town Warrant. Mr. Trumbull seconded and motion passed 2-0.

Mr. Wayne Brooking, Acting Police Chief, requested the addition of two reserve officers. At this time the department is short staffed and this could help alleviate some of the overtime for the officers. Mr. Wilkey made a motion to grant the addition of two reserve officers and gave the go ahead to start the hiring process. Mr. Trumbull seconded and motion passed 2-0.

Mr. Wilkey made a motion to accept the minutes as written. Mr. Trumbull seconded.

Mr. Trumbull said that there had been a counter offer on Jockey Cap from the Parks Committee. Mr. Trumbull wanted to know if the Selectmen wanted to put this on their warrant for Town Meeting. Mr. Wilkey made a motion to hold off and not put it on the warrant this year. Mr. Trumbull seconded and motion passed 2-0.

Mr. Wilkey made a motion to adjourn at 8:50pm.
