BOARD OF SELECTMEN
June 13, 2002

ATTENDEES: Diane Gushee, Harry True, Allan Trumbull, June Irvine

It was moved and seconded to go into Executive Session to discuss hiring seasonal police officers.

When the Board of Selectmen came out of Executive Session the board voted to hire Jarrod Wiswell and Lori DesCoteaux as seasonal Police Officers.

Greg Huemmler expressed concern regarding a landing strip that is going in in North Fryeburg. He was told the appropriate action was to express his concerns to the Planning Board.

Jim Dutton asked about Police Officer's suspension. Diane asked to put the question off it comes up on the agenda.

Nancy Boucher asked what was expected of an employee who is on administrative leave. She and Marty McFarlin asked what could be done to have the Police interact more with the kids in Town. Some suggestions were the DARE program, an officer through the school. There may be some grant funds available for this.

Dick Krasker announced that the Government Committee would be distributing surveys and asked that everyone take the time to fill one out.

Hugh Hastings asked for approval for 2 new hydrants per the Selectmen's authority. The tentative locations are on Lovewell Pond Rd. and Leach Rd. The request was approved 3-0).

A permit for a Northland Telephone cable was signed.

Clifton Johnston, the new full-time Highway Dept. employee, was introduced.

Diane read Wayne Brooking's Vehicle Registration report.

The BOS voted to sell the Highway Dept's John Deere mower to the Eastern Slopes Airport Authority for $1.00 as is. (3-0)

Don Davidson asked about the 16' x 16' building for the Transfer Station and asked if he should go ahead with plans in lieu of planned expansion. The BOS voted 3-0 to go ahead with the construction and asked June to advertise for bids for the building. Don will talk to David Gould regarding plans for a septic system.

June asked if any of the BOS members could accompany Joe Solari and her to the County Commissioners meeting on June 18th. None of the Selectmen was available.
June gave a report on a June 13th meeting with Buzz Pratt, the AA and Diane Gushee. The issue was how to proceed with the ongoing personnel investigation. Allan Trumbull suggested that the BOS members individually continue their investigations and present the individual findings to Attorney Pratt for compilation. Discussion regarding the investigation ensued with individual citizen participating.

Hugh Hastings said he thinks the Town should swap the Town Garage land with Pure Mtn. Springs for property on Route 302. He said the Water Company has nothing to do with the swap.

Dick Krasker said he felt that the Water Company has the right to prohibit a salt shed on the Porter Rd. property. The charter from the State gives them this authority.

The BOS voted to swap the land as authorized by Town Meeting 2-1(Diane Gushee opposed).

The minutes were approved and the Warrant was signed.

It was moved and seconded to go into Executive Session for a disciplinary matter at the Transfer Station.

When the BOS came out of Executive Session it voted to approve the Administrative Assistant's and Transfer Station Manager's recommendation to dismiss a Transfer Station Equipment Operator. (3-0)

The BOS approved hiring James Carone as a Transfer Station attendant pending an interview on June 27, 2002. (3-0)

The Board approved putting James on on a temporary basis until the interview process can be completed. He will not be formally hired until that time, if approved.

The meeting was adjourned at 10:00 p.m.
