MAY 2, 2002 ATTENDEES: Diane Gushee, Harry True, Allan Trumbull, June Irvine June read a letter from the Bradley Parks Committee recommending that the 2 Fir Trees in Bradley Park be fertilized on a regular basis and reassessed in two years. The BOS voted to accept the Bradley Parks Committee's recommendation. (3-0) Irving Thurston asked what the procedure was that initiated the assessing agent visiting a taxpayers home to review the assessment. The BOS asked June to work with Dave Gould and Denis Berube of John O'Donnell Associates to come up with a procedure for citizens who inform the Town of property improvements. Marty McFarlin asked if the Police Department had a Standard Operating Procedure. June told him that they did. He asked what the procedure was for handing in a complaint. June said that the complaint needed to be in writing and that it would be investigated per the SOP. She said that citizens can contact BOS if they are not satisfied with the disposition of the complaint. Harry True presented George Weston with a Legislative Sentiment. Chief Miles and Officer McAllister presented former Sergeant Everett Smith with a shadow box containing items from his tenure on the Fryeburg Police Department. A short recess was held so that the people present could congratulate George and Everett and enjoy cake and punch. 7 Concealed Weapons permits were signed. The BOS signed an acceptance for State grant funds for a loader, snow blower for the Eastern Slopes Airport. The BOS accepted Leo Katsigiannis' request for a waiver of Public Hearing on his liquor license renewal for the Fryeburg House of Pizza. The BOS asked June to notify all Liquor License holders in town of the hearing requirement. Hannah Warren presented a document on Village District Preservation. Harry asked that the BOS be given time to read the document and that other interested citizens familiarize themselves with it. Joe Solari said he was worried that restrictions on business district will drive business away. The BOS tabled any decision making on this issue. - Chrystal Libby The BOS set the number of Beautification Committee members at 10. The BOS voted to hire a 4th person for the Highway Department (2-1). Gary said that this would not mean that the Highway Department would take back mowing the cemeteries. Joe Solari said that the airport could use the lawn mower. Dave Miles updated the BOS on Police Department hiring. There are 2 candidates for the seasonal officers that should be ready to be presented by June 1st; one candidate for Reserve Officer who has almost finished qualifying; 2 candidates for the full-time officer who should be through the process in a month or so. June told the BOS that the Waste Oil Heater at the Transfer Station needed replacing for $2,700. The BOS tabled making any decision until the next meeting so that Don could confirm whether he needs it now or it can wait until the fall. June read a letter from Skip Herrick regarding Operation Clean Up which would bring inmates into Town to pick up along Town roads. The BOS accepted Sheriff Herrick's offer (3-0). Diane thanked Donna Woodward and everybody else who worked on Pride Day. Harry said that DOT is working on getting a new Tourist Center for Fryeburg. Diane thanked Gary and the road crew for the good job on the Main St. sidewalks. It was moved to go into Executive Session to discuss a complaint against Town personnel. When the BOS came out of Executive Session they instructed June to confer with Town Council regarding the disposition of the complaint.
