BOARD OF SELECTMEN
APRIL 4, 2002

ATTENDEES: Diane Gushee, Harry True, Allan Trumbull, June Irvine

Representatives of an organization holding a Family Heritage Festival 6/19-6/24 asked for the BOS' approval for to have a parade in Fryeburg on June 22, 2002 at 10:00 a.m. The BOS said they saw no problem with this and asked them to check with the Police to handle traffic and the CEO to approve a banner over route 302.

The BOS signed a letter to Community Concepts supporting its request for Housing Preservation Grant Funds.

Bruce Viel spoke to the BOS regarding his concerns about charging for parking at Canal Bridge Canoe launch area. He would like to be involved in any decision the Town makes. The BOS advised him that they would let him know in what direction the Town was heading after they have conferred with the Parks Committee.

Rob Rose asked the BOS to reconsider its policy on not allowing off-duty officers to work in uniform at Fiddlehead Campground. Dave Miles said he was not in favor or this because if the officer is in a Fryeburg P.D. uniform they are working under the auspices of the Town. June said she had talked to MMA and Buzz Pratt and both agreed that this scenario is not a good idea due to the liability issue. The BOS asked June to check with Bridgton and Bethel to see what they do in this situation. This issue was tabled for the May 2nd meeting.

June advised the BOS that Dr. Rose had asked the Town to discontinue the portion of the road that abuts his and the Town's property which is no longer used as a result of the repositioning of the Canal Bridge. She will start paperwork. The final discontinuance will have to be ratified at a Town meeting.

Roger Kiesman from Stow asked if Fryeburg could come up with a figure and formula for Stow to use the Fryeburg facility for recycling and demo to start late in April with the intent that something can be worked out so that they can have use of the total facility as of April 2003. The BOS voted 2-0-1 to let Stow use the T.S. facility for recycling and demo for a charge of 5% of the total operating cost less MSW disposal & hauling charges and less revenues (not including sludge). Don said that with this increased usage a fourth man will definitely be needed for operating the Transfer Station.

June presented a proposed Telephonic and Electronic Communication policy and agreement. A motion was made and seconded as presented "That the document entitled "Town of Fryeburg Telephonic and Electronic Communication Policy and Agreement" as prepared by the Administrative Assistant in consultation with the Town Attorney, be adopted as a policy of the Town, and that it be incorporated into the Town's personnel policy as Article XX, and be incorporated by reference into Article IV of said policy ("Disciplinary Proceedings") and into article XIX of said policy ("Policy on Harassment"), and

That the Administrative Assistant is hereby directed to schedule forthwith employee familiarization and training sessions to explain the policy to all town employees, provide each employee with a copy, and obtain employee agreements as set forth therein." (3-0)

The BOS approved including the barrels put out by Fryeburg Academy as part of the Town's Barrel contract.

Dave Miles told the BOS that the new reserve officer was ½ way through the hiring process. He is advertising for a replacement for Sergeant Smith and is hoping to fill position for seasonal officers from responses to these ads. He explained how the process will work to promote an existing officer to sergeant. There is a point system which is based on testing, interviews, resume etc.

Over $7,000 has been collected in the Vehicle Registration Program.

June presented the new salaries for Town employees. The BOS asked that they be put on the agenda for April 18th.

The BOS reviewed the Highway Department's proposed projects for the summer of 2002. Allan moved that the projects be accepted except for #29 and #30 (Bog Pond Rd), however at the next meeting discussion of other projects may take place. (3-0).

The discussion of a fourth employee for the Highway Dept. was tabled for the next meeting. Allan, who will not be in attendance, let it be known that he approves of hiring a fourth man.

The hiring of the 4th man at the Transfer Station was approved.

David Gould was appointed Code Enforcement Officer and a job description for CEO was approved. (3-0).

Committee members and other officials were appointed as per attached list.

The BOS moved to send a letter to the County Commissioners regarding the inequitable funding of the Oxford County Airport in support of a proposal by the Town of Bethel.

June announced that Pride Day will be held on April 27th and again will be a Valley-wide project.

Allan said he would like to see something done about "Auto Graveyards" and Junk Yards". They are a violation of State statutes. The Police can serve summonses and it then becomes an issue for the District Attorney.

The meeting was adjourned at 9:10 pm
