BOARD OF SELECTMEN
ATTENDEES: Harry True, Diane Gushee, High Hastings, Allan Trumbull, Gary Whitten, Twyla Watson, Eric Carlson, June Irvine, Lisa Ackley
Much discussion was held on whether an Executive Session was warranted in the matter Hugh Hastings and Eric Carlson proposed to discuss with the Board of Selectmen. Buzz referred to the statutes governing the “Right to Know” law as it pertains to Executive Sessions and recommended that Hugh and Eric at least make a proposal so that it could be determined if an Executive Session was warranted.
Eric Carlson, a hydrologist, said that he was concerned that the proposed location for a Town Garage could have an impact on the quality of water in the aquifer from where Fryeburg Water Co. draws its water. He feels that the new site is worse than the present site of the garage.
Eric is proposing to swap the current Town Garage site with the Fryeburg Water Company who will provide the Town with another site which is not as potentially degrading to the aquifer.
Allan Trumbull asked why the DEP permitted the site. Eric said the DEP was not concerned with Well Head Protection. That is a concern of Health and Engineering.
Eric Carlson said he is a hydrologist and has an option on land on Route 302 as Pure Mountain Springs and he is proposing a swap for the Porter Road Site. PUC is not involved with the land swap.
Pure Mountain Springs principles are Eric Carlson and John Hastings. Hugh Hastings has “Power of Attorney” for Pure Mountain Springs.
It was moved to go into Executive Session to talk with counsel. Buzz Pratt advised the BOS that there are legitimate grounds to go into Executive Session, namely negotiations in which premature disclosure would hinder the Town’s bargaining power. The Session is contingent on the understanding that should the BOS decide that some information should be public can fashion their own report.
When the BOS came out of Executive Session it requested Hugh Hastings and Eric Carlson to give the Board of Selectmen a written proposal. The BOS requested that Hugh and Eric submit an article for the Town Warrant for March 16th Town Meeting regarding this proposal. Harry True so moved and it was voted. (2-0) BOARD OF SELECTMEN

2 Concealed Weapons permits were signed.
June presented the abatements as given by Denis Berube. The BOS signed them.
The Board of Selectmen approved a refund of $192.50 for an overcharge on excise tax.
Nels Liljedahl spoke about the Community Forest Grant that the town has received. There are 3 components.
1. Tree removal and pruning 2. Tree Inventory 3. Tree Planting
25% matching funds are needed for tree work. Nels had originally budgeted as follows:
$3500 Tree Warden’s Account $3500 Highway Paving Budget $6100 Stump Removal – Bog Pond Rd. $1000 Carry-over Tree Warden’s Account
In order to receive grant funds we will need to raise the additional $7100 from somewhere. June asked if the $2500 in the Transfer Station for stump disposal could be used. Nels said that was a possibility.
Nels said that stumping on Bog Pond Rd. would prevent the saplings from growing and closing in the road again. Diane said she is not in favor of stumping Bog Pond Rd. It was voted (2-0) to table the issue and revisit at the next meeting.
Dave Miles gave an update on vehicle registration. 11 more vehicles have been registered since the last report bringing in over $1000 more in revenue.
Gary asked the BOS to hold off on advertising the old dump truck until he has had a chance to look at it. The BOS approved (2-0).
June presented a letter from the Parks Committee with their recommendations on charging for parking at the Town owned canoe put-ins. The committee’s recommendation is to charge on a per boat basis rather than for parking.
The warrant was signed and the minutes were approved.
